The opinion of you has a few functions but a t the end of this Jdb touches on why it has been installed in this manner for bubble players . It's to prevent gaming contracts of better players . resigning bubble players takes a big hit though. I don't think this was the intended purpose . So a fix there is a reasonable suggestion.

That's correct - essentially they want to start, and if not start, at least play. The better of a player they are, the quicker they will become unhappy.
You should only really see unhappy players if you either just have too many good players to get them all on the field, or if you are intentionally not putting your best players on the field. Resting your starters for one or two games at the end of the season should not have a significant impact, but if you spend much more time than that with playing your scrubs you will probably start to irritate your starters. The goal is to make it a bit harder to keep a superteam together (as it is in the NFL), as well as to incentivise you playing your best team even when there's nothing to play for.
Also, cutting and trading players will make them unhappy with you. No more cutting your star player in the middle of the season and re-signing him at min-sal because no one noticed him on the FA block"
As for a practice squad , in a perfect world , I would like it function with rules to prevent gaming whatever . The nfl has some of these basic rules that I wouldn't mind if they were applied .
Each NFL team can have up to 10 players on its practice squad.
Practice squad players are free to sign with other NFL teams, but they have to be signed to the 53-man active roster of the acquiring team.
A practice squad player cannot be signed to another practice squad unless he is first released.
Also, a player must have a minimum of six games - on a practice squad in order for that season to count as one of the player's three permissible seasons of practice squad service
