They shouldn't take over a team until they have reviewed it, which is why I recommend advising them to do so when they sign up.
No picks in the first 3 rounds for 4 seasons seems a little extreme, but I guess it would depend on the roster of that team.

I guess you could trade your first round picks for a 12 year 99 rated player, and then he retires so next year the team is considered "gutted".
There are just some folks in life that want to win at all costs and don't mind how they do it, sadly.

In all seriousness, the issue (in my opinion) isn't the trades, because there are valid reasons for most of them, and seriously bad trades won't be allowed anymore.
The issue seems to be owners not renewing for new seasons, and then new owners taking over a team without reviewing it first.
