Most of your suggestions are out of any league admins ability to accomplish. I'm not for forgiveness of dead cap in 99.9% of cases but when someone destroys a francise through malicious intent or ignorance then forgiving dead cap becomes a viable option to recruit a new owner.
Let me say this again.....99.9% of the time....I won't forgive dead cap even for a new owner but their have been times it would have been a viable option.
Sorry, I didn't respond to this the first time but as a league administrator, you can only control the league you run plus inform other admins that "Owmer X" is toxic and screwed a francise up.
Beyond booting an owner or not letting an owner join....admins have no other power when it comes to punishing owners who abuse a team....even when it's done maliciously. Trust me, I've dealt with it in the past and informed JDB with all the evidence and even then he is super reluctant to do anything about it.
