Quick breakdown with an example to make it relatable.
If I'm putting in an effort level to set my season game plan and the injury rate is set @ 100% and the sim engine comes out the gate disrespecting my work such as in Private-75 then I'm going to say 'Bye, Felicia.'
It's an evaluation threshold + I made multiple attempts to convey the error. @ 75% I'm more apt to roll with it than at full strength knowing I worked my *** off and a stupid setting disrespected me.

Injuries are all a matter of persceptive.
I doubt Jacksonville feels great with their 3rd year RG1 being OUT 10 GAMES and their RDE1 DOUBTFUL for 9 games.
I doubt LA is happy their rookie DT being OUT 8 GAMES.
Injuries are all about good or bad luck and the further you move away from 100%....the further the disparity of injuries across the league. When you lower the injury rate, it limits the quantity but not the severity of injuries so while some teams have ZERO injuries going into preseason game #3.....other teams have 7 injuries with multiple Questionable or worse.
Unless you set injuries to 0-20%, you will always have winners and losers when it comes to injuries.
Let me kick it this way. Legends is one of those leagues @ the 100% injury rate. Some like the chaos (remember Ray was always stating turn up the injuries, why not 200%) well his buddy (Admiral) is more about making a point, therefore, it's at 100% because he wants to put in crippling speed bumps to take out the top level of GMs and ascend himself.
I had the defensive line positional set banged around there (multiple injuries) and a defense staggering into the regular season, which was about 1-2 injured major DBs away from me abandoning the team. Agenda - yeah, not going to like/deal with it.
Here? Greg's diplomatic and on the level therefore it got compromised out.

It's isolated to 1 injury per divisional set. It's not a major play maker or an elite speed DB.
He has a lot of offensive linemen and the defensive linemen is something like 46/54 speed.
It gets bad if it grows from that. You can hide out 1 loss in a divisional set.

Seth took a depth RB loss, other one will be there week 1.
CB - dependent on opponent for Week #1, he can go with the neck injury or wait, week 2 = definite play.
Rest don't matter and/or heal.

This was changed by league vote and that's what it will take to change it to anything else. It was designed to reduce injuries, not eliminate them, so obviously they will still occur. Have you checked the teams with injury problems for player usage? I only ask because in week 1, Memphis had their starters play 3 quarters so maybe that's a factor.
