I would imagine that if you did this there would be a uproar about it because there are players in leagues on this website that like trading their draft picks for a player or trading their players to get draft picks

I am guessing what you mean by peer reviewed is people in the leagues that the trades happen.
if they are viewed would that mean like if you would need a certain amount of LIKES or Votes for the trade to be widely accepted??
my thinking is no matter what you do you are going to be darned if you do and darned if you didn't do it.
Though I guess what you could do if you come to the point you want to TACKLE this issue why not open the floor to everyone where they maybe can suggest something that might work so we can have hopefully many more ideas especially if someone did think up a idea that might be better than the ones you suggested you would want to do.
Not that you have to do that.
