Does this rule make sense to prevent safeties?

Yes, it makes sense to me. Except I have mine out to 12 yards. (Ignore the 90% 311 call. It was for a specific game plan.)

This. If another rule is above it, that may have taken precedent.

Also, if your outside runs include pitch and toss plays, you could end up taking a safety as well.

I would move to at least the 10 yardline. Also you can take out the 1r/4w since there isn't a run play in that formation. Of course if you add passing to your calculation you can add it back in.
