those 3 divisions are Rebel Alliance conference Empire's Justice division (ToroTex , HellBriner , Booger926) , Gateworlds division (eyeball , sun blaze 22 , loftusranger) and Empire Alliance conference Interior Regions division (pdoug20 , mcarovil , pernbronze)


also there is 1 division with 2 USFL/WFL coaches Rebel Alliance Cerean Quadrant (big_guido1983 and wolveraider ) so if that division got a third you would have 4 divisions with 3 out of 4 coaches in it.
