Sounds like some kind of glitch with MFN or something on your end because $60 million is not the minimum.
A few thoughts, just spitballing here...
Perhaps you mistook minimum for maximum?
Were you trying to give your position coach a promotion to coordinator? That would explain the high minimum salary, as the coordinators and head coach have salary rules.
Do you ever get a pop up saying your coaches' salaries are out of whack? If you see that, click it. Used to be a thing with the old version where coach salaries were out of whack and that link fixes it.
Other than troubleshooting it yourself or asking JDB, I can't help you until one of my seasons hits free agency. I sign all my coaches to $1 raises during FA1 and I can not bring up the negotiating window until the following season because of that.
