Yes, provided they haven't already signed a contract with you yet this season. I don't think you can get their salary any lower though. It looks like you hired a few new coaches during FA, so those contracts are set until next offseason.
Any holdover coaches that did not sign a contract should have a red contract box next to the red view box ( the others who have signed contracts won't have this button).
