I think his last post cleared it up pretty much. Global attributes such as speed, accel, strength, etc. have a base rating, and while a 0 in those categories may be the lowest possible, the player still functions at a pro level and may be serviceable. He's just at the minimum possible threshold for making it to the league in those specific areas.
Position specific attributes, qb arm strength and accuracy as examples, have a greater affect on player ability. A 0, or extremely low score, in either of these categories for a QB would have a much greater affect on their overall ability than a global attribute would.
At least that's how I'm reading into it.
