ALWAYS have a Punter with a minimum Punt Timing of 75 (preferably 80+)
'Fixing' the Punt Block is not the same thing as allowing anybody to play the position. Perhaps you misunderstood the term. I admin three Leagues that have used the BETA engine for multiple seasons, with no rules as to who can line up to try and block a Punt. Smirt has played in those Leagues, if he can't find an 'exploit' chances are there isn't one. With the caveat that you follow the two rules listed above.
It's not just Punters either, if you want to have a good team in 4.6 you need to have players with strong attributes outside of the fundamentals (speed, aceleration, strength). Intelligence and Discipline play a big roll in penalties being called. A low ball carry negates speed and acceleration, avoid fumble matters, blocking across the OL (including TE and FB) is massive if you want to be able to ground and pound.
On Defense, if your players can't tackle, players will bounce off them. DL players need acceleration more than speed and (for DE's) strength. DB's need to be have high attributes in B&R and coverage.
I went to great lengths to help others and explain the difference between 4.5 and 4.6, the changes are subtle but amount to a big change. The game rewards strong rosters, balanced gameplans with plenty of variety and active Owners. There is much less of an 'identikit' gameplan that was true of 4.5. The effectiveness of plays varies from team to team based on player personnel and player match ups.
Setherick for example is very high on the effectiveness of PA Flats from the 113 formation. I have teams where this play is effective and others where it is useless - that means the teams which can't use it are missing a key piece of the puzzle whether that be the ability of the receivers or the choices of where to throw too by the QB.

I've included a comprehensive look at how to weight players for 4.6 although I think the best way to find the players you want is to download the draft class/free agent list and use filters - which is why at the start of each season I now make a copy of those sheets available to everyone in the League.
