Default QB ratings are awful because they are still based on 0.3.x code or earlier.
Here's what matters for QBs
Intelligence: Dictates which person the QB throws at
Accuracy: How close to the ideal spot for the ball the QB throws it
Arm Strength: Velocity to get the ball there and beat the defender
Release: The time between when the QB choose the target and throws
Field of Vision: How much of the field the QB sees (100 = 170 degrees of vision)
Scramble: How accurate the QB throws on the run
Look Off: (Least important of these) How easily the QB moves the safety (and as far as I know, only the safety)
Basically, you want a QB with these minimums:
IN = 90+
ACC = 75+ (< 50 is unplayable)
ARM = 75+
FOV = 60+
REL = 60+
For ACC and ARM, you can get by with 60+ if the QB has great other attributes and your play calling is fundamental. This rookie in 2 took me a long ways for being a 6th round pick, and he has ~65 in everything except IN and FOV:
