I don't know if there is any documentation that explains how it all works. Most of what we know about pass progression has been learned on the boards.
It boils down to this:
1) The QB decides the primary receiver at random with heavier chances falling to the receivers running a route that matches the play call.
2) The QB locks on to that receiver until the receiver finishes the route.
3) The QB will only go to a second read after the primary receiver is finished running the route.
(This will change with the next code roll out as well.)
