The personnel/secondary/etc. gameplan actually just applies a weight to each play in the selection algorithm. So let's say you have:
Personnel 1 = 50%, 3 plays
Personnel 2 = 25%, 0 plays
Personnel 3 = 25%, 1 play
Basically the 2 plays in personnel 1 each have twice the likelihood of being selected as the play in personnel 3. Since you have no plays in personnel 2, you wouldn't have the ability to call a personnel 2 play.
You can see the likelihood of each play being called by clicking on the 'view plays' button below the quadrant. The larger the bar, the more likely that play will be called. This popup takes into consideration all of your current game plan settings for that quadrant against the selected plays in your playbook.
If you have no plays that apply (i.e. you only have plays of type Personnel 4 but that has a zero value in your game plan) then a play is randomly selected from your available plays.
So there is no harm in having the AI select personnel groupings for which you have no plays in your playbook as those would be ignored.
