Well, talking about CUST-10;
you signed a LB, Jeremy Lane in FA3, 2020. Changed him from MLB to WLB in FA4, 2020. Injured in pre-season game 1, switched back to MLB almost immediately and then traded - as transactions tab for league shows no player going to you, presumably you got a draft pick.
Some would think it suspicious a player was picked up and traded so soo. Others would think it's a part of the game.
So you tell me, who would decide who these commissioners are - you? The same person who falsely claimed the bidder who won a released FA was a cheat? Who would train those commissioners to accurately determine who a cheat was?
How would you prevent said commissioners colluding to block legit trades - what oversight and accountability would there be?
On a different online game in a different genre, I worked catching cheats as part of the game, officially. Let me put it simply; there were plenty of slackers on that regard - I nailed cheats left right and centre. Others didn't, to the extent that cheaters were in that official group and indeed entire nations prospered as a result.
It's right for the community to question things. It's never right for the community to act as judge jury and executioner - especially when they make false cheat claims.

As for no cut... I presume you've played the game long enough to know AI picks in particular can be somewhat bizarre.
Under your view, say AI drafted a punter for you in round 2; going to be naff all trade value, you've already got a passable punter then whoopee-doo. According to you, you have to keep two punters on the roster or cut the existing one...
