I'm not sure a winning percentage criteria would be good. Take me for example. I have been in 3 leagues, I did really well in 2 of them and even won the league championship. I have been here for 9 seasons now. However I'm now down to just 1 team in MFN-1 and that team is on hard times. So my winning percentage is under 50%. Yet I would say I am very committed to the game. Maybe not the best at it, but learning. I do feel that adding this criteria would penalize players who take on teams that need rebuilding and would incentivize players to leave teams and take on new ones when things get rough. I also feel you would be preventing players who would do well and meet the goals of what is trying to be achieved from joining those leagues. I do agree with a minimum number of seasons idea.

I agree with this. Winning percentage shouldnt matter. I would rather have owners that have showed patience to keep trying whether they are winning or not.
However you decide, this guy would like to be in it. Only my 3rd season right now but have won 2 division titles and respectable runs for the Super Bowl.
For what it's worth, a whole new division starting from scratch is the best way to go.
