Free Agency spins

Are there 2 free agency spins per day, or overlapping signing period? I tendered a bunch of contracts but at the spin only like 3 of them signed, the others are still pending.

Perfectly normal.
It means those players that didn't sign yet don't like the contact offer.
They're expecting more money.

(there's only one spin per day, Sundays excluded)
